For each state, the anchor is its total outstanding liabilities at end-March 2026 (Budget Estimates), from Statement 19 of the RBI report “State Finances: A Study of Budgets of 2025-26” (released 23 January 2026). The counter grows at the state's fiscal deficit for 2025-26 (Statement 3, Budget Estimates), spread evenly across every second of the year. The debt-to-GSDP ratio is from Statement 20 of the same report. The per-person share divides the live debt by the state's projected population as of 1 July 2026 (Census Technical Group projections; for Puducherry, a statisticsTimes.com projection).
