Patna: Bihar Chief Minister Samrat Choudhary on Sunday, November 1 inaugurated the Integrated Command and Control Centre (ICCC) of COMFED, the Bihar State Milk Co-operative Federation, in Patna, and used the same ceremony to transfer Rs 68.51 crore directly into the bank accounts of 1,06,063 dairy farmers across the state, Nation Press reported.

The money was paid through COMFED's Direct Account Transfer (DAT) mechanism to farmers affiliated with 5,832 village milk-producer cooperative societies. According to figures reported by eDairyNews India citing GKToday and COMFED, the payment clears procurement dues for 14,666,061 litres of raw milk collected from rural producers, at an average effective rate of Rs 46.71 per litre.

What the new command centre will do
The ICCC will monitor the Sudha milk supply chain in real time, tracking village collection points, chilling facilities and insulated tanker routes moving milk to COMFED's regional processing plants. Officials say live temperature and route monitoring is meant to cut spoilage on long rural collection routes and to make society-level performance visible from Patna.
Alongside the ICCC, the Chief Minister also launched the Sudha Sampark call centre, a dedicated helpline for milk producers and consumers for grievances, veterinary guidance and feed-related coordination, the reports said.
New Sudha outlets in Patna
Four new Sudha retail points were also inaugurated the same day: a Sudha Cafeteria and a vegetable shop inside Patna's Zoological Garden, and a Fresh Catch Kiosk and a Sudha Parlour at Mithapur in Patna, Nation Press reported.
COMFED, set up in 1983, is Bihar's apex dairy cooperative and markets its products under the Sudha brand. In a social media post cited by Nation Press, Choudhary described the day's priorities as the empowerment of milk producers, better facilities for consumers and the expansion of cooperatives in Bihar. The next test for the system will be whether direct-transfer coverage expands beyond the 5,832 societies covered in this round.
