Patna, October 24 — The Bihar Transport Department has issued show-cause notices to app-based cab operators Ola and Uber, directing them to submit compliance reports by October 30, 2026, and warning that failure to follow the prescribed rules could lead to licence cancellation, Patna Press reported. No licence has been cancelled so far.

The department has also instructed Rapido and Sawari Mithila to comply with eight requirements aimed at improving passenger safety, driver support, fare transparency and the regulation of app-based cab and bike-taxi services in the state.

Transport Department Secretary Raj Kumar reviewed compliance with earlier directions at a meeting with company representatives on Friday and reiterated that the companies must implement the instructions within the prescribed timeframe.

The directions require the aggregators to provide chatbot facilities in both Hindi and English through their apps, introduce call support for drivers' complaints, and set up local offices in Bihar. Companies must clearly communicate fare, ride-cancellation and night charges to passengers, and increase the display time of broadcast messages in their apps from two seconds to ten seconds.

The requirements also cover a fair procedure — a standard operating procedure — for suspending driver IDs, onboarding only vehicles that meet commercial-vehicle eligibility rules, and arrangements for airport parking. The state is also exploring ambulance booking through aggregator platforms and has asked the companies to submit a report on expanding such services within one week; no launch date has been announced.

What has actually happened

Only notices and directions have been issued so far. Ola, Uber, Rapido and Sawari Mithila have been asked to respond and demonstrate compliance by the stated deadlines. Licence cancellation has been cited by the department only as a possible consequence of non-compliance.

The Transport Department's review will follow the October 30 deadline, after which it should become clear whether the companies have addressed the requirements or face further regulatory action.
