Police say the portal, embassytest.com, mimicked official diplomatic recruitment processes. Investigators have identified 17 victims so far, with about 50 fraudulent transactions typically charging applicants around Rs 875 each for registration and examination fees.
The case began with a formal complaint from the Embassy of the Russian Federation in India, which said its identity was being used to solicit money from job seekers. The Cyber Police Station in New Delhi district registered an FIR on June 24, citing cheating, forgery and criminal conspiracy under the Bharatiya Nyaya Sanhita.
Using IP logs, telecom records and financial tracking, police say they traced UK-based payment infrastructure to 25-year-old Aman Kumar, a resident of Vaishali in Bihar who had been working as a stock control analyst in Middlesbrough, UK, since December 2025. He was apprehended on October 26 during a visit to his hometown. A second suspect, Vivek Kumar from Darbhanga, was also arrested, police said.

Police seized two mobile phones and two SIM cards, one of them registered in the UK, and say forensic examination found a domain-management account for the fraudulent website along with email accounts and correspondence used in the alleged scheme.
The accused are in police custody as the investigation continues to determine the full scale of losses and whether others were involved. Delhi Police have advised job seekers to verify recruitment offers only through official government or embassy channels and to report suspected cyber fraud at cybercrime.gov.in or on the 1930 helpline. The allegations have not been established in court.
