1 · Where it begins: Afghanistan

Afghanistan remains the upstream source of Punjab's heroin. After the Taliban's April 2022 poppy ban, cultivation collapsed to 10,200 hectares in 2025 — 20% below 2024 and 96% below the 232,000 hectares grown before the ban — with opium production at 296 tonnes. Yet heroin did not disappear: Afghan labs squeezed more from less, specialising in single products and running repeated extraction cycles, while production itself began migrating across the border into Pakistan's Balochistan, where satellite imagery shows ephedrine labs expanding since 2023.

2 · The second stream: pills and synthetics

Alongside heroin runs a second, largely domestic stream: pharmaceuticals. Punjab recorded India's highest seizures of codeine-based cough syrup, and tramadol, alprazolam and buprenorphine are diverted from licensed factories through forged paperwork. In August 2026, the Central Bureau of Narcotics' Operation Vajra 2.0 intercepted 66.8 lakh psychotropic tablets on the Chandigarh–Baddi corridor — in a truck with no invoices, batch numbers and expiry dates erased. Clandestine synthetic labs are also appearing inside India: in October 2026 the NCB recovered 379.74 kg of amphetamine material from two units in Greater Noida.

3 · Crossing the border: the drone era

Drones have displaced nearly every older crossing method. Recoveries went from 22 in 2022 to 294 in 2024. The aircraft are heavy-duty multi-rotors — DJI Matrice 300 RTK quadcopters and hexacopters — flying about 14 km with payloads of 8–10 kg, on GPS waypoints, at night. Packets come wrapped in yellow tape with a metal ring and a small torch so receivers can find them in dark fields. The drop zones cluster in Amritsar, Tarn Taran, Ferozepur and Gurdaspur. Where the fence cannot run — about 35 km of the 553-km border is riverine — the Ravi and Sutlej do the carrying: during the September 2025 floods, traffickers floated consignments in boats, tyre tubes and even plastic bottles.

4 · Inside Punjab: reception parties and hawala

On the Indian side, 'reception parties' — local handlers in border villages — retrieve the drops, often within hours. Consignments then move to district hubs: Amritsar, Tarn Taran, Ferozepur, Moga, Ludhiana, Jalandhar, Bathinda, Patiala. The money moves separately, through hawala: Punjab Police's district Financial Investigation Units arrested 65 hawala operators and recovered ₹8.85 crore, and froze ₹5.09 crore at a Phagwara forex firm that laundered drug money as 'driver salary payments' through UAE channels. Police put total assets frozen at ₹300 crore across 750 smugglers in 15 months.

5 · The jail control room

Punjab's jails function as command centres for the trade. In September 2024 the Anti-Narcotics Task Force arrested drug inspector Shishan Mittal of Mohali — in contact with jailed smugglers — and froze 24 bank accounts holding ₹7.09 crore, seizing ₹1.49 crore in cash, 260 g of gold and identifying ₹2.40 crore of real estate. More than 400 mobile phones were recovered from Punjab jails in 2025 alone. In January 2024, the Punjab and Haryana High Court recorded that a prisoner had arranged five 1-kg packets of heroin from Pakistan contacts over WhatsApp — from inside jail.

6 · The last drop: WhatsApp and the chemist's counter

At retail, heroin — 'chitta' — is no longer sold from fixed dens. Dealers take orders on WhatsApp and deliver to pre-decided locations for cash; one gram rose from under ₹1,000 to about ₹1,500 after the 2022–23 enforcement surge. The pharmaceutical stream ends at the chemist's counter: between April 2025 and September 2026, Punjab's Drugs Wing made 16,788 inspections, seized medicines worth ₹20.64 crore and suspended 520 chemist licences. On October 13, 2026, anti-drug activist Parvinder Singh Jhota was shot dead in Mansa during a Facebook Live confrontation with a medical store owner over alleged sales of intoxicating substances.

What is solid

  • Afghanistan is the upstream heroin source (UNODC data)
  • Drones are now the dominant crossing method — 22 recoveries in 2022 to 294 in 2024 (BSF/MHA)
  • Jail-run networks and phone smuggling (court records, FIRs, recovery counts)
  • The Mansa drug-inspector case and its ₹7.09 crore in frozen accounts (ANTF)
  • Hawala and encrypted apps move the money (DGP statements, case recoveries)

What is only claimed

  • Claims of state patronage on either side of the border — political allegations, not proven findings
  • Addiction figures (2.32 lakh dependent vs 21.36 lakh users) measure different things in different years and are routinely misquoted
  • Wholesale price ladders circulating online date to 2013–14 reporting
  • Cryptocurrency's role: alleged often, documented in none of the sources reviewed
