The European Investment Bank (EIB) Group has presented a plan to deliver at least €30 billion for climate adaptation by 2030 — yaani about $33.6 billion — doubling its financing compared with the previous five years, the bank said. The Adaptation Plan Phase 2 for 2026-2030 combines financing, guarantees and advisory support to speed up investment in climate-resilient infrastructure, cities and agriculture across the European Union and beyond, and was endorsed this week by the boards of the EIB and the European Investment Fund in Luxembourg.

"Climate adaptation is a no-brainer," said EIB Group President Nadia Calvino. "Every euro invested in prevention and adaptation to climate change saves 10 euros in damages and repairs." The plan aims to help Europe adapt to heatwaves, droughts, wildfires and floods in areas ranging from energy networks and public buildings to water systems and climate-resilient farming, including water-efficient irrigation, restoring wetlands and floodplains, and infrastructure built to withstand droughts and floods, the bank said.

Reuters noted the new target comes ahead of the COP31 climate talks in Turkey, beginning on November 9. The plan steps up support and technical assistance for climate-vulnerable nations, particularly small island developing states and least-developed countries, and will help develop water management, coastal protection, early-warning systems, resilient transport and disaster-risk management projects. Through its TechEU programme, the EIB Group will also help European companies bring technologies such as cooling systems, resilient energy solutions and water-saving tools to market, the bank said.

What is solid
- The EIB Group will provide at least €30 billion (about $33.6 billion) for climate adaptation by 2030, double the previous five-year plan, under Adaptation Plan Phase 2 endorsed by its boards (EIB; Reuters).
- The boards also approved €11.8 billion in financing, including €5.5 billion for Europe's energy autonomy and lower power costs (EIB).
- EIB President Nadia Calvino said every euro invested in prevention and adaptation saves 10 euros in damages and repairs (EIB).
What is only claimed
- The €30 billion is a financing target for 2026-2030, not money already spent — how much reaches the most climate-vulnerable regions will depend on projects being identified and financed, which the plan itself says is the bottleneck it aims to ease (EIB).
