BRUSSELS — The European Commission will host a meeting on Ukraine in Brussels on Wednesday, November 4, bringing together representatives of Ukraine, the United States, France, Germany, the United Kingdom, NATO and the World Bank, the European Union's executive body said on Tuesday. “So tomorrow the European Commission will host a meeting with representatives from Ukraine, from the United States, France, Germany, the UK, NATO and the World Bank and this meeting will build on earlier talks that took place in Miami,” Commission spokeswoman Paula Pinho told reporters in Brussels.

The delegations will discuss a “prosperity plan” and security guarantees for Ukraine, a source familiar with the plans told Reuters. The Commission said the meeting aims at a lasting and sustainable peace, will focus on Ukraine's post-war reconstruction and prosperity, and will be held on the European side at the level of national security advisers — senior officials, spokeswoman Pinho said.

Two Brussels meetings in one day

NATO will also be at the table — twice. A NATO spokesperson confirmed the alliance would be represented at Wednesday's Commission-hosted meeting before holding a separate working-level meeting at NATO headquarters with officials from France, Germany, the UK and the US, Rapporteur reported. That second meeting follows up earlier discussions in Miami and Oslo and will focus on “the way forward on bringing about a just and sustainable end to the war in Ukraine”, the spokesperson, Hart, said. It remains unclear which of the two meetings US envoy Steve Witkoff will attend.

Ukraine's President Volodymyr Zelenskyy confirmed the agenda at a joint press conference with German Chancellor Friedrich Merz in Berlin on Tuesday: “Tomorrow, a number of talks will take place in Brussels involving the US, Europe and NATO. Ukraine will be there to discuss reconstruction packages and security guarantees at working-group level. And thirdly, there are our joint projects – integration into the EU.”

Then Abu Dhabi, November 10–11

The Brussels meetings come a week before the bigger table. US Special Envoy Steve Witkoff announced on Monday that the United States will bring together delegations from Ukraine and Russia in Abu Dhabi on November 10–11 to discuss ending Moscow's war in Ukraine, post-war security agreements and de-escalation. Zelenskyy said security guarantees, an “energy ceasefire” and a truce in the Black Sea to protect food exports will be discussed, and Witkoff's post said the round will also cover humanitarian measures. Witkoff and fellow US Special Envoy Jared Kushner are expected to lead the US mediation team, a senior Washington official said.

Kremlin has confirmed its team

Moscow has confirmed it will attend the Abu Dhabi round, with presidential aide Vladimir Medinsky — who previously headed Russia's negotiating team in talks with Ukraine — as its chief negotiator, Kremlin spokesman Dmitry Peskov said on Tuesday. The sequence marks the most concentrated diplomatic push on the war in months. The last US-mediated Ukraine–Russia peace talks took place in February, before the United States and Israel launched their war against Iran in late February, and the Ukraine war is now in its fifth year. Ahead of Abu Dhabi, the so-called Coalition of the Willing begins its first military exercises in Poland and Romania from November 9, rehearsing a possible security-guarantee framework for Ukraine, Rapporteur reported, and Coalition leaders meet in Berlin on November 19, where further support for Ukraine in 2027 is to be determined, Merz and Zelenskyy announced on Tuesday.

What happens next

Watch Wednesday's Brussels meetings for the first agreed language on security guarantees and the “prosperity plan” for reconstruction — the Western position that US mediators will then carry into the Abu Dhabi room with Russia on November 10–11. No ceasefire has been agreed, and none of the sides has published the plan's details yet.

What is solid

  • The European Commission confirmed on Tuesday that it will host the Wednesday, November 4 meeting in Brussels with Ukraine, the US, France, Germany, the UK, NATO and the World Bank — Reuters, quoting spokeswoman Paula Pinho
  • NATO will hold a separate working-level meeting at its headquarters the same day — NATO spokesperson, via Rapporteur
  • The US will mediate Ukraine–Russia talks in Abu Dhabi on November 10–11, and the Kremlin has confirmed a Russian delegation led by Vladimir Medinsky — Reuters

What is only claimed

  • Whether the Brussels and Abu Dhabi rounds produce a ceasefire or an energy truce is undecided — the agenda items are announcements, not agreements
  • The contents of the “prosperity plan” have not been published; only its themes — reconstruction and economic support — are confirmed
