The Council of the European Union on Monday adopted a set of eight decisions enabling the use of €4.9 billion for Ukraine under the European Peace Facility (EPF), the Council said in a press release dated 26 October 2026.

Of the total, €4.7 billion will partially reimburse member states, through the EPF, for military aid already delivered to Ukraine. A further €230 million provides additional financing for the EU Military Assistance Mission in Support of Ukraine (EUMAM Ukraine), which trains Ukrainian troops. Yaani: €4.9 billion is roughly ₹51,000 crore, and the €230 million training share is roughly ₹2,400 crore.

Poland Insight, reporting the same Council decisions, noted that most of the money reimburses costs national governments have already incurred rather than paying for fresh weapons purchases, and that the Council gave no country-by-country breakdown.

Total EPF support reaches €10.8 billion

The decisions are a major step towards implementing the political agreement reached by member states on 25 September 2026 to mobilise €6.6 billion for Ukraine under the EPF, which also included €1 billion in new military aid and further reinforcement of EUMAM Ukraine in 2027, the Council said.

Monday's decisions bring the EU's overall support to Ukraine under the EPF to €10.8 billion — €9.9 billion for reimbursement of delivered military aid and €950 million for military training by EUMAM. Yaani: €10.8 billion is roughly ₹1.13 lakh crore.

The Council said the decisions confirm the EU's continued firm support for Ukraine's independence, sovereignty and territorial integrity in the face of Russia's war of aggression. The EPF, set up in March 2021, also channels €3.5 billion in windfall profits from immobilised Russian assets, out of which military equipment worth more than €1.5 billion was procured directly from the Ukrainian defence industry, according to the Council's background note.
