The evening attack came on a day of intensive diplomacy over the war. Earlier on Wednesday, US special envoy Steve Witkoff met Russian President Vladimir Putin in St Petersburg, a day after meeting Ukrainian President Volodymyr Zelenskiy in Oslo, Reuters reported. Zelenskiy said Ukraine supported a US proposal for three-way talks with Russia and the United States at negotiator level, to be held as soon as possible, preferably no later than early November. No casualty toll for the Kyiv attack had been given by officials in the initial reports, and the full extent of the damage was still emerging.
