During his visit to Tehran on October 19, Lavrov told Pezeshkian that Putin was expecting him at the summit of the Gas Exporting Countries Forum in Moscow at the end of October and expected a bilateral meeting there to continue the conversation the two leaders had in Bishkek, at the SCO summit, Russia's RIA Novosti reported.

Pezeshkian and Putin last met earlier this month in Turkmenistan, on October 8. At that meeting Putin said Russia was prepared to do everything in its power to help resolve the regional situation through diplomatic means, according to the Russian Foreign Ministry, and noted that trade between the two countries had increased by more than 21 per cent in 2025, with the positive trend continuing in the first seven months of 2026, ANI reported.

Pezeshkian, for his part, reiterated in Turkmenistan that Iran would continue negotiations despite previous attacks during earlier rounds of engagement with Washington. “We are in talks, but every time we engage in dialogue with America, they attack again; however, we will not withdraw from the negotiating table,” he said, according to the Iranian news agency ISNA.

Yonhap News, reporting Araghchi's announcement of October 23, noted that Iran, which is under US blockade and economic sanctions, continues to maintain cooperation with countries such as Russia and China. The Moscow meeting is expected to let the two presidents review bilateral cooperation and the evolving regional situation as diplomatic efforts over the Iran war continue, ANI said.
