Romania will accelerate its development of surveillance capabilities and equipment to counter mines and drones in the Black Sea after a series of drone attacks on commercial ships off its coast, its top defence council said on Thursday, Reuters reported from Bucharest.

At least seven cargo ships have been hit near the coasts of NATO members Romania and Bulgaria in the past two weeks, with some 30 sailors reported dead or missing, Reuters said. Romanian F-16 fighter jet pilots shot down two of the latest generation of Russian drones over Romanian territorial waters on Saturday.

Romania's top defence council said the latest ship attacks are direct consequences of Russia's aggression beyond Ukraine's borders — Bucharest's assessment, as reported by Reuters; the Reuters report carried no Russian response. The council said threats to freedom of navigation and critical energy projects in the Black Sea pose a security crisis for Romania, and that the current risks require concrete measures to protect human lives, maintain free access to national ports, and ensure the security of energy facilities in the Exclusive Economic Zone.

Faster capabilities, closer NATO coordination

The council said Romania will accelerate capabilities for maritime surveillance, countering naval mines and intervening against drones illegally breaching national airspace and waters, and that authorities will practise to improve the efficiency of their operational response. Romania will also seek to improve cooperation with fellow NATO members Bulgaria and Turkey, with whom it shares the Black Sea.

"The Council members also analyzed ways to intensify coordination within NATO. This includes strengthening the deterrence and defense posture on the Eastern Flank and identifying new measures to respond to threats in the Black Sea region," the council said, in the statement quoted by Reuters. NATO had said on Tuesday it will send more maritime patrol aircraft, radar systems and drones to the Black Sea — a reinforcement Awaaz Punjab reported earlier this week.

What is solid

  • Romania's top defence council announced the acceleration decision on Thursday, covering maritime surveillance, naval-mine countermeasures and action against drones breaching Romanian airspace and waters (Reuters, reporting the council statement).
  • Seven cargo ships hit in two weeks off Romania and Bulgaria, some 30 sailors reported dead or missing, and two Russian drones shot down by Romanian F-16s on Saturday were all reported by Reuters; NATO's Tuesday reinforcement pledge is a separate, earlier announcement.

What is only claimed

  • Bucharest and NATO attribute the ship attacks to Russia's aggression — that attribution is Romania's stated assessment in the council statement; the Reuters report carried no Russian response, and Moscow's account is not presented in it.
Why it matters

The Black Sea is Ukraine's grain and energy corridor and NATO's south-eastern flank. Attacks on civilian shipping off two NATO members' coasts — and drones shot down over a member's territorial waters — are exactly the spillover pattern that risks drawing the alliance closer to the war.
