Russia on Friday vetoed a United States-drafted resolution on Western Sahara at the UN Security Council, blocking a text that would have scaled back the military component of the UN peacekeeping mission in the territory and cemented Morocco's autonomy plan as the only basis for negotiating a political settlement to the half-century-old conflict, Reuters reported.

The United Nations' own record of the meeting confirms the outcome: the resolution received 11 votes in favour, one against — the Russian Federation — and three abstentions, from China, Pakistan and Somalia, and "was not adopted due to the veto".

11Votes in favour of the US draft
1Against — Russia, whose vote is a veto
3Abstentions — China, Pakistan, Somalia

The vote followed an unusual showdown among the major powers on a file long considered procedurally routine at the Council, Reuters said. Russia circulated a rival resolution on Friday that would have simply extended the mission's mandate for another year, without the changes sought by Washington.

A rival Russian text — and a US veto threat in return

According to Spain's Demócrata newspaper, Moscow's draft removes any mention of the Moroccan autonomy plan and instead backs a "just, lasting and mutually acceptable solution in accordance with the Charter of the United Nations and the principle of self-determination". The Polisario Front, which seeks independence for Western Sahara, had flatly rejected the US initiative. Demócrata reported that the US ambassador to the UN, Mike Waltz, has announced Washington will veto the Russian proposal.

A mission created in 1991, a deadline on Saturday

The mission at the centre of the fight, MINURSO, was set up in 1991 to monitor a ceasefire between Morocco and the Polisario Front and to organise a referendum on the territory's future — a vote that has never taken place. Last year, Resolution 2797 extended its mandate until 31 October 2026. The US draft circulated on 20 October proposed going much further: renaming the mission, ending its peacekeeping mandate in April 2027 and keeping it on as a smaller political mission, according to pre-vote reporting by PassBlue.

Friday's veto therefore leaves the mission's future undecided a day before its mandate runs out. Whether the Council can agree any extension — Russia's stripped-down text or a last-minute compromise — now depends on negotiations in New York, with the US and Russia each holding a veto over the other's draft.

Why it matters

Western Sahara is one of the UN's oldest unfinished decolonisation files. MINURSO's blue helmets are the only international presence monitoring the ceasefire line; if its mandate lapses without a replacement, the UN loses its eyes on a frozen conflict that has already flared once since 2020.

What is solid

  • Russia vetoed the US-drafted resolution on Friday (UN meeting record and Reuters).
  • The vote was 11 in favour, 1 against (Russia), 3 abstentions (China, Pakistan, Somalia).
  • Russia circulated a rival draft extending the mandate for a year without the US changes.

What is only claimed

  • What happens to MINURSO after its mandate expires on 31 October 2026 — no replacement text has been adopted yet.
  • Each side's stated reasons: Washington frames its draft as modernising the mission around Morocco's autonomy plan; Moscow and the Polisario Front frame it as prejudging self-determination.
