The General Staff of Ukraine's Armed Forces has confirmed a strike on a workshop producing power cells for Russian weapons at the Energia plant in Yelets, Lipetsk Oblast, Russia, on October 25 and overnight into October 26, Ukrainian defence outlet Oboronka (Mezha) reported, citing the General Staff's own statement. 'A fire broke out on the plant's premises. The strike complicates the Russian military's production of power sources for missiles, guided aerial bombs, and other weapons,' the General Staff stated, according to Oboronka.

According to the General Staff, the plant is the sole manufacturer of batteries for aerial bomb glide and correction modules, and also produces batteries for Iskander-M operational-tactical missile systems and sea-launched cruise missiles. Those descriptions of the plant's role are Ukraine's claims and have not been independently verified.

What Russia's side has confirmed — and what it has not

Lipetsk Oblast Governor Igor Artamonov confirmed an attack had targeted Yelets' industrial zone and that emergency services were working at the scene, according to reporting by Dagens.com citing Ukrinform — but Artamonov did not confirm which facility was hit. Specialist outlet Defence Express reported the strike was carried out with UK-supplied Storm Shadow cruise missiles, a detail other reports have not confirmed; some accounts instead described drones. The weapon used and the full extent of damage therefore remain unconfirmed.

The General Staff also reported results from earlier strikes in the same campaign: it said an October 23 strike destroyed the main microchip production workshop at the Proton-Electrotex plant in Oryol, and an October 24 strike on the Togliattikauchuk plant in Tolyatti, Samara region, damaged a process pipeline, two butyl rubber production units and a distillation unit — which it said strikes at the production chain for solid rocket propellant used in tactical and ballistic missiles. Those damage assessments are also Kyiv's claims.

Energia has been reported hit before, including strikes reported in 2025 and a fire reported in January 2026, and Russia has previously restored damaged defence plants — so a single strike does not by itself settle how long any disruption at Yelets will last.
