US President Donald Trump claimed on Thursday that Elon Musk had restored Ukraine's access to Starshield, the military-grade version of the Starlink satellite service, after restrictions disrupted Kyiv's war effort for more than a week. But Ukrainian officials said on Friday morning that the restrictions remain in place, CNN reported.

"At this time, we are not observing any lifting of restrictions on Starlink," Serhiy Beskrestnov, an adviser to Ukrainian President Volodymyr Zelensky, told CNN. He said isolated cases where the service ran slightly faster were likely due to the SpaceX algorithm or specific usage conditions, rather than any lifting of the limits. A Ukrainian Defence Ministry source told CNN there was "currently no confirmation that the restrictions have been lifted" and that instances of signal loss were still being observed for any military ordnance travelling above 100 miles per hour (161 km/h).

Sources inside Ukraine's defence ministry gave the same account to the BBC, saying instances of drones losing their connection at speeds of 161 km/h (100 mph) were still being recorded, hampering military operations. The BBC said it had not confirmed a Wall Street Journal report that Trump called Musk to ask him to lift the restrictions, and that it had contacted the White House and SpaceX for an explanation.

Ukrainian monitoring reported by UNITED24 Media likewise found on the morning of October 23 that connectivity was still disappearing once terminals reached speeds of around 161 km/h, leaving it unclear whether the restrictions had been fully removed, partially relaxed, or were still affecting some terminals. Zelensky had said earlier that the speed had "not been restored to 400 [km/h] yet" and that he was waiting to hear from US Secretary of State Marco Rubio, who had promised information within about 48 hours.

Trump, asked whether he had spoken to Musk, declined to confirm any call, telling reporters: "Whether I called or whether somebody else called, doesn't make any difference, I guess. The bottom line — he put it back." Ukrainian officials say that, for more than a week, the speed cap has disrupted ordnance moving at high speed, hindering the interceptor drones Ukraine uses to defend against Russian attacks and upending operations in many areas of the front line.
What is solid
- Trump said on Thursday that Musk had restored Ukraine's Starlink/Starshield access (CNN, BBC).
- Ukrainian officials said on Friday morning that they had no confirmation the restrictions were lifted and were still recording signal loss above 161 km/h (CNN, BBC, UNITED24).
What is only claimed
- Whether Trump personally called Musk to ask for the restrictions to be lifted — reported by the Wall Street Journal, not confirmed by the BBC, and Trump declined to confirm it.
- Whether the limits have been partially relaxed for some terminals — Ukrainian monitoring says this remains unclear.
