KYIV - Ukrainian President Volodymyr Zelenskiy said US warnings about imminent Russian ballistic missile strikes, which are critical to Ukraine's air defences, have been fully restored after recent issues, Reuters reported on Sunday.

Speaking to Ukraine's TSN television channel, Zelenskiy said SpaceX's Starshield satellite internet had been working at speeds of up to 420 kilometres per hour since early on Saturday morning, after it had been throttled earlier in October amid diplomatic pressure on Kyiv from Washington, Reuters reported. He said he discussed both issues in a meeting with US special envoy Steve Witkoff in Oslo, casting the changes as results of that meeting.

The warnings matter because ballistic missiles give air defences only minutes to react: advance US warning of a launch helps Ukrainian units decide when to fire interceptors and when to move people to shelter. Zelenskiy's statement is his own account of the restoration; Washington had not issued a separate detailed public confirmation in the reports carried on Sunday.

Kyiv sets its terms ahead of November talks

Speaking about the upcoming technical talks between Kyiv, Moscow and Washington in November, Zelenskiy said Ukraine would not discuss limits to its armed forces, or enforced post-war neutrality. Kyiv has long sought entry into the NATO alliance despite the reticence of some members, Reuters noted.

Zelenskiy also renewed his push for a trilateral US-brokered meeting between himself and Russian President Vladimir Putin, saying he wanted the talks to pave the way for a summit involving himself, US President Donald Trump and Putin. "For us, the most important outcome would be the possibility of a trilateral summit," he said, according to AAP. "The main thing is that we make progress through diplomacy across all channels; God willing, Ukraine will succeed in this."

Territory is a leaders-only question, Zelenskiy says

"The issue of territories is a red line that can be discussed exclusively at the level of leaders," Zelenskiy said. He has long argued Putin is the only person in Russia who can make major decisions to end the war or meaningfully discuss core issues, such as the fate of the nearly 20% of Ukraine that Russia occupies - Reuters.
