A security meeting involving representatives from the United States, Ukraine, the European Union and NATO will take place in Brussels this week to discuss initiatives to end the war, Ukrainian President Volodymyr Zelenskyy announced in an interview with the television programme TSN.Tyzhden, according to a Ukrinform correspondent. “Now they no longer want just a briefing, but to discuss security, guarantees, and the EU in depth; they want a meeting this week in Brussels — the Americans, Ukraine, and the EU at the presidential level, and NATO at the secretary-general level. We are already planning such a meeting for Tuesday or Wednesday,” Zelenskyy said, according to Ukrinform.

Zelenskyy also announced on Sunday that a trilateral meeting involving Ukraine, the United States and Russia is scheduled for November, aimed at reviving stalled peace negotiations, AFP reporting carried by Brussels Reporter said. “We are ready to talk. If it’s a territorial issue, it must be addressed at a leadership level. Other issues fall within the remit of the technical groups. All this can therefore be discussed in November,” he said. According to President Vladimir Putin’s foreign affairs adviser Yuri Ushakov, the Russian leader has agreed “in principle” to restart talks after November 10, with discussions to focus on a post-war security framework for Russia and Ukraine, the report said. Zelenskyy also expressed the view that the G20 summit could serve as a platform for a productive trilateral meeting, Ukrinform reported.

Sanctions are not a bargaining chip, Kyiv says
Zelenskyy insisted that sanctions against Moscow should not be lifted as a condition for negotiations. “Sanctions were imposed due to aggression, not to have an opportunity to talk,” he said, according to the TSN interview as reported by Demócrata. He also signalled willingness to suspend Ukrainian attacks on Russian refineries if Russia stops its offensives against Ukraine’s energy infrastructure: “An energy truce. That could work,” he indicated. Earlier this year, the three sides held three rounds of talks — twice in Abu Dhabi in January and February and again in Geneva — but progress was minimal and limited largely to prisoner exchanges, AFP reporting said.

The Brussels plan is not yet certain: Euronews reported on Monday that Zelenskyy’s planned Brussels peace talks were in doubt after the United States changed its plans, and that the gathering of Ukraine, the US, the EU and NATO for high-level talks on security guarantees and ending Russia’s war had yet to be confirmed.
