Around 300 MBBS graduates had complained that they could lose their postgraduate seats because their original certificates were being held by their colleges under the state's bond policy, while the Medical Counselling Committee (MCC) requires candidates to present original documents during physical verification, according to the Times of India report cited by Medical Dialogues.

How the release will work
For graduates who have secured PG seats in medical colleges within Haryana, the original documents will be transferred to the respective institutions through special messengers, and the graduates will submit an undertaking to complete their remaining government service within three months of finishing their postgraduate course. Those admitted outside Haryana will receive their original documents directly, after giving an undertaking to return their MBBS degree and other certificates to their colleges within three weeks of completing their PG degree or diploma.

Alongside the release order, the government has started the process of contractual appointments for 595 eligible MBBS graduates from the 2020-21 batch — the first batch covered under Haryana's Medical Education Service Incentive Bond Policy, which was notified on December 21, 2022 and had led colleges to retain the original records.
