The 8th Central Pay Commission will hold stakeholder consultations in Mumbai on October 22 and 23, meeting employee unions, pensioner associations, federations and other groups before it finalises recommendations due by May 2027. The panel, chaired by former Supreme Court Justice Ranjana Prakash Desai with former IAS officer Pankaj Jain as Member-Secretary and Professor Pulak Ghosh as Member, also intends to visit Central Railway departments in the city to see employees' working conditions, daily operations, duties and job risks first-hand, according to Livemint, citing an earlier Railway Ministry indication.
The decisions will affect more than one crore people — around 50 lakh central government employees and about 65 lakh pensioners, including defence and railway personnel. Employee groups have put forward five big demands, Livemint reported: a merger of Dearness Allowance with basic pay (DA has risen from 46% in July 2023 to 60% in January 2026, and the 7th CPC had said DA could be merged once it crossed 50%); a higher minimum basic pay — ₹69,000 proposed by the NC-JCM and AIDEF, ₹65,000 by the Maharashtra Old Pension Organisation and ₹52,600 by railway supervisors' body IRTSA; inflation-linked DA; and a higher fitment factor — 3.833 proposed by the NC-JCM against 2.57 under the 7th CPC, with other groups proposing between 2.92 and 3.83. These are demands and proposals, not government decisions: the Centre has not announced a DA merger, and no fitment factor has been accepted. Sources: Livemint, Latestly, Outlook Money.
