New Delhi, October 30 — Union Minister for Environment, Forest and Climate Change Bhupender Yadav on Friday visited the Commission for Air Quality Management's (CAQM) newly developed Integrated Command and Control Centre (I3C) in Delhi and reviewed its technological framework and operational readiness, the ministry said in an official statement reported by news agency IANS.

The centre has been named PAVAN — Platform for Air Quality Vigilance and Analytics for NCR. Developed as a single-window digital nerve centre, it integrates more than 30 APIs and data streams, including air quality, emissions, meteorological, satellite, camera, mobility, complaint and compliance data from multiple agencies onto one screen.
"Clean air cannot be secured by any one agency or any one State acting alone. The I3C brings every data stream that matters onto a single screen, so that a farm fire, a polluting stack or an uncovered construction site is seen, flagged and acted upon in real time," Yadav said, stressing proactive rather than reactive anti-pollution measures.
In a major seasonal intervention, the minister announced that construction and demolition (C&D) activities across the National Capital Region will be halted from November 5 to November 20, the weeks when winter air quality in the region typically deteriorates the most, Daily Kiran and Nation Press reported.

For Punjab, the centre matters directly: farm fires in the state are among the sources the system is designed to spot and flag in real time, alongside polluting industrial stacks and uncovered construction sites in the capital region. Officials said the platform is expected to support enforcement under the Graded Response Action Plan (GRAP) this winter — its real test will be the peak pollution weeks of November and December.
