The Ministry of Road Transport and Highways has proposed introducing separate colour schemes for driving licences issued or renewed for Indian nationals and foreign nationals, in draft amendments to the Central Motor Vehicles Rules, PTI reported on Friday, October 23. The draft also does away with affidavits sworn before an executive magistrate or notary as proof of age and address.

"Every driving licence issued or renewed by a licensing authority shall be in the form of a laminated or Polyvinyl Chloride (PVC) card in Form 7, and the Form shall contain separate formats for driving licences issued or renewed for Indian nationals and foreign nationals, respectively," the draft notification said, as quoted by PTI. The Times of India reported the same colour-coded licence proposal and draft notification in its coverage of the planned DL rule changes.

What else would change

The draft proposes making it mandatory for every driving licence to carry the holder's blood group, mobile number and emergency contact numbers. It would waive fees for select online driving licence services completed through Aadhaar authentication, remove charges for changing personal details such as name and address, and list documents usable as proof of identity, age and residence, including Aadhaar, passport, voter identity card, e-ration card and birth certificate.

A senior official told PTI the proposed changes are aimed at tightening assessment requirements. The draft notification invites objections and suggestions from stakeholders within 30 days of its publication, so the proposals are not yet final rules.
