Delhi Police have issued a no-objection certificate (NOC) from the law-and-order perspective for the Congress rally at Ramlila Maidan on November 1, subject to prior permission from the land-owning authority and compliance with several conditions, including the rally's conclusion by 5 pm and a ban on overnight stays at the venue, ANI reported on Tuesday.

In a letter, the Office of the Deputy Commissioner of Police, Central District, informed Manish Chatrath, in-charge of the party headquarters and a permanent invitee to the Congress Working Committee, that the request for booking Ramlila Maidan from October 25 to November 3 had been considered. The rally itself is scheduled from 10 am to 5 pm on November 1.

CCTV, water and volunteers among the conditions

According to the letter reported by ANI, the organisers must install high-definition CCTV cameras at strategic locations such as entry and exit gates, the stage, surrounding areas and seating enclosures, with recording facilities, a monitoring system of at least five screens and a dedicated CCTV control room. They must also provide sufficient water tankers and toilet blocks, with separate facilities for women, and deploy adequate volunteers wearing identical clothing or common badges so they can be identified.

The organisers have been directed to ensure the rally concludes by 5 pm on November 1, after which dispersal must begin; the event cannot be extended under any circumstances, and overnight stays by participants at the venue before or after the rally are prohibited. Mirror Now reported that the conditions also cover speeches, with organisers told to ensure no remarks are made concerning caste, creed or colour that could disrupt communal harmony, and warned that the public address system would be deactivated if a speech was deemed instigating or intimidating.

Police: no mock-impeachment request received

On the Congress's proposed mock 'public impeachment' of Chief Election Commissioner Gyanesh Kumar, Deputy Commissioner of Police (Central) Rohit Rajbir Singh told The Hindu that the party had sought permission only for the November 1 rally, which was granted subject to conditions, and that no separate request for a mock impeachment had been received — denying reports that permission for such an event had been refused. The Congress has alleged obstruction of the proposed event; that allegation is the party's claim and has not been independently established.

PTI reported that the police also clarified that permission for the November 1 INDIA bloc protest at Ramlila Maidan had not been revoked. The rally forms part of the opposition's campaign over the Special Intensive Revision (SIR) of electoral rolls and its allegations against the Election Commission, which the Commission has previously denied.
