Only 1,238 of the 4.5 lakh Form 6 applications seeking inclusion in Delhi's electoral roll have been disposed of in 42 days — 0.27 per cent — data accessed by The Hindu show. With the Special Intensive Revision (SIR) of electoral rolls under way in the capital, citizens left out of the draft roll published on August 31 must fill Form 6, the form meant for new voters, in the ongoing claims and objections period to seek inclusion in the final roll, The Hindu reported.

Of the 4.5 lakh applications, about 2.39 lakh were filed by people seeking re-inclusion or applying for the first time after the draft roll was published, according to the Delhi Chief Electoral Officer's daily bulletin of claims and objections received till October 18; the remaining 2.12 lakh had been received even before the draft roll, between June and August. The disposal figures come from the weekly constituency-wise form disposal report from August 31 to October 11, and the disposals include both accepted and rejected applications, The Hindu said.

The backlog is uneven across the city: in 15 of Delhi's 70 constituencies, not a single Form 6 has been disposed of, including Burari, where 1.67 lakh names were deleted — the highest in Delhi in absolute numbers. In the entire north district, where over 36,000 applications have been received, only 27 forms have been disposed of, the report said. By contrast, over 5,800 Form 7 applications — objections to inclusions or requests for deletions — were disposed of in the same period, about five times the Form 6 figure, even though booth-level officers must conduct field verification for both, The Hindu reported.

Officials attributed the delay to booth-level officers being engaged with the disposal of notice cases, The Hindu said. Last week, Delhi's Chief Electoral Officer issued fresh directions instructing Electoral Registration Officers to reverify, through door-to-door visits by booth-level officers, the 47.5 lakh names removed from the draft roll under the ‘Absent, Shifted, Dead and Duplicate’ (ASDD) categories. Only 10 days remain to file forms for inclusion, HindFirst reported in its account of the same data.

People whose applications have been pending for over a month told The Hindu they will lose the chance to reapply if an application is rejected for errors after October 30, the last date for filing applications for inclusion in the final roll, which is set to be published on December 4. All claims and objections are to be disposed of by November 30. Separately, the Delhi High Court last week closed a plea by two voters deleted from the rolls, after the Election Commission said they could use Form 6 to seek restoration, ANI reported.

The figures show a processing backlog in the data accessed by The Hindu; they do not by themselves establish that any individual name was wrongly deleted.
