New Delhi, November 1 — Delhi's special winter anti-pollution restrictions came into effect on Sunday, November 1, with a ban on the entry of older vehicles registered outside the city, news agency IANS reported.

Under the curbs, petrol and diesel vehicles registered outside Delhi that conform to BS-IV or older emission standards — that is, vehicles that do not meet BS-VI norms — are prohibited from entering the National Capital till January 31, 2027. CNG and electric vehicles, ambulances, fire tenders, police vehicles and other notified exempt categories can still enter.
Till January 31, government and private offices can run with a maximum of 50 per cent physical attendance, with the remaining staff working from home, Nation Press reported. All dust-generating demolition and outdoor civil construction activity is banned for the same period; essential public infrastructure projects are exempt subject to conditions, and indoor finishing, plumbing and electrical work may continue if dust-control standards are strictly followed.

Parking fees at authorised parking lots across Delhi will be doubled from November 1 to February 28. Enforcement — ANPR camera readings at entry points, recorded violations, challans and construction-site action — will be monitored through the AI-enabled Integrated Command and Control Centre, and the Transport Department, Delhi Traffic Police, the Delhi Pollution Control Committee and the municipal corporation have been directed to ensure strict implementation, IANS reported.
Chief Minister Rekha Gupta had appealed on Saturday to citizens, vehicle owners, construction agencies, institutions and resident welfare associations to follow the restrictions. The Delhi Environment Department said the objective is to tackle pollution directly at its source as winter smog builds over the capital.
