New Delhi, October 21 — The Election Commission of India (ECI) has announced the schedule for a Special Summary Revision (SSR) of photo electoral rolls in 17 states and Union Territories, with January 1, 2027 as the qualifying date, in a communication to the respective Chief Electoral Officers. The Commission said the exercise aims to prepare accurate, updated, inclusive and error-free electoral rolls ahead of the Assembly elections due in early 2027.

Under the schedule, rationalisation of polling stations is to be completed by November 2, 2026, draft rolls will be published on November 12, claims and objections can be filed until December 11, disposal is scheduled by December 28, and the final rolls will be published on January 4, 2027. Polling stations are to be rationalised keeping in view the prescribed limit of 1,200 electors per polling station, and efforts will be made to ensure voters do not have to travel more than two kilometres to reach their polling station, the Goa CEO's office said.
The 17 states and UTs comprise areas where the Special Intensive Revision (SIR) has been completed, along with Assam, where SIR was not conducted. The Commission said the SSR schedule for other states and UTs where SIR is ongoing or has recently concluded will be announced later, while Himachal Pradesh, Jammu and Kashmir and Ladakh will be scheduled separately, considering weather conditions. Advance applications have also been invited for the qualifying dates of April 1, July 1 and October 1, 2027, and district and constituency-level help desks will facilitate enrolment, especially for migrants, vulnerable groups and marginalised communities.
The revision covers the five poll-bound states — Manipur, Uttar Pradesh, Uttarakhand, Punjab and Goa — where Assembly elections are due in early 2027. The terms of the Assemblies in Manipur, Goa, Punjab and Uttarakhand conclude at different times in March 2027, while the Uttar Pradesh Assembly's term ends on May 22, 2027. ECI teams led by Senior Deputy Election Commissioners are reviewing preparedness in the poll-bound states: the Uttarakhand review is done, a team is in Manipur this week, and the Punjab visit is scheduled for October 28.
