Union Home Minister Amit Shah has directed that FRROs be established in all state capitals by 2027, the statement said. Pursuant to those directions, five new FRROs have been set up in state capitals since 2025: Jaipur, Chandigarh and Guwahati were established in 2025, and two more — Aizawl in Mizoram and Amravati in Andhra Pradesh — have been established this year.

The ministry said the expansion has a dual focus: facilitating foreigners' legitimate travel and stay in India, and ensuring effective implementation of immigration laws and security requirements. The FRRO expansion was among the Press Information Bureau's India releases for 2 November, alongside other Home and Rural Development announcements.
