The committee will give priority to allegations of pellet-gun use, targeted violence and harassment of women protesters, and to excessive force or property damage by either side, the Home Ministry statement said. Its portal, hpec.nic.in, opened on October 17 and allows affected persons — including police personnel — confidential witnesses and anonymous informants to upload complaints, photos, videos and medical reports, Particle News reported.

During the July protests, the CRPF's Rapid Action Force, operating under Delhi Police command, allegedly fired pellets at demonstrators, and at least four people, including students and a reporter, reportedly sustained pellet injuries, according to reports cited by Fact.net. Police and the CRPF have not commented on the alleged use, and all such claims remain allegations to be tested by the committee, whose findings will go back to the Supreme Court.
