Karmayogi Bharat, the government-owned not-for-profit company that runs the iGOT Karmayogi learning platform, and OpenAI announced a memorandum of understanding on Wednesday, October 21, to strengthen capacity development across India's civil services, PTI reported in The Hindu BusinessLine. The collaboration will bring OpenAI Academy's capacity-building resources into the iGOT Karmayogi learning ecosystem for government personnel across the Centre and the states, under the Mission Karmayogi programme for a professional, future-ready civil service.
Under the agreement, OpenAI will provide approved OpenAI Academy content for iGOT Karmayogi, while Karmayogi Bharat will support access, learner engagement and coordination with relevant government departments, t2online reported, adding that the courses will be open to eligible government personnel on a platform usable anytime, from any device. Karmayogi Bharat is a special purpose vehicle established by the Department of Personnel and Training.

What the two sides said
"As technology reshapes governance, civil servants need practical skills they can apply directly in their day-to-day work. By bringing OpenAI Academy resources to iGOT Karmayogi, we aim to help government personnel engage with AI confidently, use it responsibly, and translate new capabilities into better public outcomes," Chhavi Bhardwaj, CEO of Karmayogi Bharat, said in the release reported by PTI.
Pragya Misra, head of strategy and government affairs at OpenAI India, said: "India's AI opportunity will depend not just on access to technology, but on how effectively people and institutions use it," noting the platform offers a way to build practical AI capability at scale inside the government workforce. Eight OpenAI Academy courses are already available on iGOT Karmayogi, with more than 60,000 course completions reported so far and "Get Started with ChatGPT Work" the most popular, MIT Sloan India reported from Misra's announcement.
What is solid
- PTI reported on October 21 that Karmayogi Bharat and OpenAI signed an MoU to bring OpenAI Academy resources to iGOT Karmayogi for civil servants at the Centre and in states
- t2online independently reported the same division of roles: OpenAI supplies approved Academy content; Karmayogi Bharat handles access, engagement and department coordination
- Both reports put iGOT Karmayogi's registered government employees at more than 1.7 crore
What is only claimed
- The figure of eight live courses and 60,000-plus completions comes from OpenAI India's own announcement as reported by MIT Sloan India; it counts course completions, not individual employees trained, and has not been independently audited
