The Securities and Exchange Board of India (SEBI) and the Bank of England (BoE) have signed a memorandum of understanding (MoU) on cooperation and exchange of information in relation to clearing corporations recognised by SEBI, the Indian regulator said in a press release dated October 28, 2026 (PR No. 66/2026).

The MoU establishes a framework for cooperation between the two regulators in relation to central counterparties, in accordance with their respective laws and regulations. Clearing corporations act as central counterparties in market trades, standing between buyers and sellers so that trades are settled even if one side defaults, ANI reported.

BoE to rely on SEBI supervision, with UK stability safeguard
Under the MoU, the Bank of England can place reliance on SEBI's regulatory and supervisory activities while safeguarding the financial stability of the United Kingdom. SEBI said the MoU "demonstrates the importance of cross-border cooperation to facilitate international clearing activities."

The agreement, announced from Mumbai on October 28, does not itself announce any immediate operational change or new requirement for investors; it formalises how the two authorities will share information and coordinate oversight of SEBI-recognised clearing corporations whose activities connect to international clearing, ANI reported.

For Indian markets, the pact is a recognition step: a major foreign central bank will be able to rely on SEBI's supervision of clearing corporations instead of duplicating it, which matters as cross-border participation in Indian market infrastructure grows.
