The duty, imposed under Section 9A of the Customs Tariff Act, 1975, follows the Directorate General of Trade Remedies' (DGTR) final findings dated August 3, 2026, which concluded that Chinese titanium dioxide was being exported to India at dumped prices, causing material injury and threatening further injury to the domestic industry, TaxGuru reported from the notification.

The producer-specific rates are USD 609 per tonne for Anhui Gold Star group entities, USD 563 for Shandong Jinhai and Shandong Xianghai entities, USD 510 for twelve identified non-sampled cooperating producers, and USD 460 for specified LB Group entities, with USD 681 applying to the residual categories, according to the notification summary. The levy covers titanium dioxide under tariff items 2823 00 10, 3206 11 10 and 3206 11 90, subject to specified product exclusions.

The notification closes a remand proceeding that followed the Calcutta High Court's judgment of September 22, 2025, in Indian Paint Association v. Union of India, which had quashed the earlier findings and levy on procedural grounds. ChemAnalyst reported that the DGTR reconsidered the matter and reached the same conclusion, ending a duty-free window of about eleven months for buyers.
