Climate activist Sonam Wangchuk on Thursday accused the Centre of moving away from its promises to the people of Ladakh, saying a further round of talks with the Union Home Ministry that Ladakh leaders expected on October 22 did not take place, according to his video message reported by Shafaqna India and a video report by The Tribune.

Wangchuk said that after last week's inconclusive talks in Leh, Home Ministry officials had indicated another round of discussions would be held on October 22. “So, I booked my ticket… but now it is being told that these talks are not happening today, and again they are moving away from their promises,” he said in the video message. These are Wangchuk's allegations; no response from the Home Ministry was reported in the sources consulted for this story.
The October 22 date itself is independently confirmed. The Hindu BusinessLine reported after the Leh meeting that talks between Ladakh representatives and the Home Ministry had remained inconclusive, with the next round scheduled for October 22 in New Delhi, and that representatives of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) had expressed dissatisfaction with the Centre's proposal.

What Wangchuk alleged
Wangchuk said he felt the Centre was backtracking on its commitments, including what he described as the first promise to extend Sixth Schedule safeguards to Ladakh. He said people in the border region were sad, and that Ladakh's people were being deprived of democracy because they did not have a status at par with people elsewhere in the country to express their aspirations through a vote. Shafaqna India also reported that the LAB and KDA had rejected the draft proposal presented by the Centre at last week's Leh meeting, alleging the government had backtracked on assurances given during a meeting in May.
After that Leh meeting, ANI reported Wangchuk calling the talks “not satisfactory” and saying a “huge gap” remained on a democratic set-up and legislative assembly safeguards for the Union Territory, while noting the Centre had committed to presenting a revised draft.
