Indore: Madhya Pradesh is planning to allow buildings of up to 100 floors on roads with adequate width, in a major revision of its building construction rules aimed at making better use of urban land and reducing pressure on agricultural areas, Chief Minister Mohan Yadav said on Wednesday.

Addressing the press after a state Cabinet meeting in Indore, Yadav said the proposed changes would allow taller buildings in urban areas, subject to prescribed standards, as the state prepares for growing demand for housing, industries, transport and other infrastructure. "Now, provisions are being made to permit buildings of up to 100 floors on roads with adequate width, as per the prescribed norms. Earlier, there were restrictions generally on buildings exceeding 30 metres in height," he said.

Speaking at the Madhya Pradesh Urban Growth Conclave 2.0 at the Brilliant Convention Centre in Indore, the Chief Minister said a higher Floor Area Ratio (FAR) would help conserve agricultural land and open up new avenues for development, ANI reported. He said cities must develop in a planned manner as the demand for urbanisation increases, and that the state was working to ensure healthy competition with major cities and states across the country.

Yadav said the government was also planning metropolitan regions covering six districts each around Bhopal and Indore as part of its wider urban development strategy. The initiative would cover the Indore-Bhopal economic corridor and would not remain limited to Indore and Ujjain, he said, adding that Jabalpur and Gwalior are also planned for development along similar lines.
Roadmap and policy drafts released at Indore conclave
At the conclave, Yadav released the 'Indore Economic Region 2047: Economic Master Plan', prepared under NITI Aayog's City Economic Region initiative, and the Business Responsibility and Sustainability Reporting reports of the Bhopal and Indore municipal corporations. He also unveiled the drafts of the Madhya Pradesh Urban Affordable Housing and Habitat Policy, 2026, the Madhya Pradesh Treated Wastewater Recycling and Reuse Policy, 2026, and the Madhya Pradesh Unified Land Development and Building Promotion Rules, 2026, ANI reported.

Six memorandums of understanding covering urban financing, sustainable resource management, institutional collaboration and investment promotion were exchanged during the conclave, including agreements involving the Indore Municipal Corporation and Bank of India, the Ujjain Development Authority and Indian Overseas Bank, and the Rewa Municipal Corporation and HDFC Bank. The Chief Minister also held one-on-one meetings with industrialists and investors on urban infrastructure opportunities.
The proposed changes in building rules and the development of metropolitan regions are part of the government's integrated policy to coordinate urban growth with infrastructure and economic activity, Yadav said, adding that the measures were intended to promote planned development, improve land utilisation and open up further opportunities for investment in the state.
