"The core essence of the Federal Democratic Republic is to reduce the distance between the State and its citizens," the Prime Minister wrote, adding that the goal is not for citizens to travel to distant offices, but to bring the necessary offices and services directly to them. He said the federal government will extend the necessary logistical and technical support to local governments to facilitate the transition.

The government expects the change to make land revenue and survey services simpler, more accessible and more convenient for the public, and to allow local governments to fully exercise their constitutional and legal authority over land administration. Reporting on the announcement said routine work such as property verification and ownership transfers, now done at district-level land revenue and survey offices, is expected to move to local offices as the rollout proceeds.
