According to the NIA, the accused have been charged under various sections of the Bharatiya Nyaya Sanhita, the Arms Act, the Explosive Substances Act, the Railways Act, the Prevention of Damage to Public Property Act and the Unlawful Activities (Prevention) Act. These are charges filed by the agency and are yet to be tested in court.
The agency alleged that the accused were part of a conspiracy that resulted in an explosion on the Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) railway line at KM No. 1174-5 between Shambhu and Rajpura stations on April 27, allegedly to further the activities of the proscribed organisation KZF, disrupt communal harmony and destabilise law and order in Punjab. The NIA further alleged the network was involved in raising terror funds and procuring explosives, arms and ammunition — all allegations the accused will have the opportunity to contest in court.
During its investigation, the NIA said it found that the arrested accused, along with the deceased Jagroop Singh, were allegedly part of a conspiracy hatched by Pakistan-based Ranjeet Singh alias Neeta, who the agency said is affiliated with KZF and has been declared a designated individual terrorist. A chargesheet is a prosecution filing, not a verdict; the case will now proceed before the Special Court in Mohali.
