Chennai: The Tamil Nadu Cabinet has decided to set up a Social Justice Commission to design and oversee a statewide Social Justice Survey that will map the caste-wise social and economic conditions of communities across the state. The decision was taken at a Cabinet meeting chaired by Chief Minister C. Joseph Vijay at the Secretariat in Chennai on Thursday, October 29.

Briefing reporters after the meeting, Energy and Law Minister C.T.R. Nirmal Kumar said the commission is expected to be constituted by February or March 2027. It will be headed by a retired High Court judge and will include serving or retired IAS officers, who will frame the rules, framework and methodology for the survey.

What the survey will count

Unlike the Centre's caste enumeration, which counts population by caste, Tamil Nadu's exercise will collect detailed socio-economic data for each community: household earnings and income, occupations, landholdings, educational qualifications, school and college admissions and enrolment, student dropout rates, and access to government welfare programmes. The government says this will help it target benefits more accurately.

A central objective, the government said, is to strengthen the legal foundation of Tamil Nadu's 69 per cent reservation policy, which still relies substantially on historical data going back to the 1931 census. The proposal was first flagged in Governor R.V. Arlekar's address to the first session of the 17th Tamil Nadu Assembly in June, and at an all-party meeting in Chennai the same month, representatives of the TVK, AIADMK, BJP, Congress, DMDK, NTK and other parties had called for a state-level survey to build an updated database. The survey was also a key promise of the ruling TVK ahead of the 2026 Assembly election.

Social Justice Minister Vanni Arasu had earlier underlined the need for specific socio-economic information, particularly concerning the Adi Dravidar community. The survey itself will be carried out only after the Centre completes its ongoing population census and caste enumeration, the government said.

At the same meeting, the Cabinet also decided to file a review petition in the Supreme Court against a recent ruling on reservation benefits for Backward Class members who convert to Islam, and approved proposals for eight industries to begin operations in the state. What happens next: the commission is to be formed by February-March 2027 and will frame the survey's rules before any fieldwork begins.
