Lucknow: Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa on Saturday, 31 October 2026, ordered the immediate deactivation of ECINET portal login IDs assigned to voter registration centre (VRC) operators and computer assistants in Electoral Registration Officer (ERO) offices across the state, following the Pilibhit voter-roll irregularities.

The statewide shutdown is a major new development in a case this site has followed since voter-list errors were first reported in Pilibhit. On 25 October, the CEO's office had already ordered the re-verification of all entries made by computer assistants since the final electoral rolls were published on 10 April after the Special Intensive Revision (SIR) exercise.

According to the Times of India report, an inquiry in Pilibhit found that 13,779 voter-related forms had been erroneously entered on the ECINET portal between 31 May and 29 August 2026, of which 10,470 were approved. Rinwa instructed all district election officers (DEOs) to ensure the login IDs of VRC operators in every assembly constituency under their jurisdiction are disabled immediately, so that no activity can be carried out on the portal through them.
Opposition parties, including the Congress, had alleged that the details of 13,150 registered voters were altered on the rolls in the Pilibhit Sadar Assembly seat even though their EPIC numbers and serial numbers remained the same — an allegation, not a proven finding. The Hindu also reported that in the 347-Azamgarh constituency, 13 entries bearing the name Vikas Yadav appeared in the electoral rolls.

In the Pilibhit assembly constituency (AC-127) case, the agency concerned has been directed to immediately terminate the services of the outsourced computer assistant allegedly involved in the irregularities. The Hindu reported that the hiring of computer operators is currently outsourced to Gorakhpur-registered KND Engineers and Consultants (India) Private Limited, that each assembly constituency has two computer assistants working as operators at voter registration centres, and that there are around 806 computer operators deployed in ERO offices across the state.
EROs have been asked to confirm the deactivation of all such login IDs, and DEOs have been asked to independently verify compliance across their districts and submit reports to the CEO's office without delay. Rinwa warned that any negligence or delay in implementing the directions would not be tolerated, saying the step was needed to maintain the integrity, security and transparency of electoral roll management.
What happens next: EROs must file compliance reports on the deactivation at the earliest, and the re-verification of computer-assistant entries ordered on 25 October continues. The allegations of misuse remain allegations until the inquiry process concludes.
