BENSON, Arizona — An Arizona state trooper has been arrested on a felony charge of unlawful sexual contact involving a peace officer, after the Cochise County Sheriff's Office investigated allegations of sexual misconduct while he was on duty outside Benson on Sunday night, November 1. The Arizona Department of Public Safety (AZDPS) confirmed the arrest in a statement issued on Monday, November 2.

AZDPS named the trooper as Aiden Rosebeck, who joined the department in 2020, and said he has been placed on unpaid administrative leave pending the outcome of an internal affairs investigation. The sheriff's office reporting, summarised by Particle News, gives his age as 35 and says he was booked into the Cochise County Jail, where he remained in custody. All of the allegations against Rosebeck are unproven at this stage, and he is presumed innocent unless convicted.

How the investigation began

According to the sheriff's-office account, the inquiry began with a welfare check for a distraught woman who had been left stranded following a hit-and-run. Detectives say their investigation developed evidence that identified a trooper in connection with the incident, and that Rosebeck acknowledged having contact with the woman during the November 1 incident. Investigators say further work produced grounds for a criminal arrest. The woman has not been identified — and Awaaz Punjab does not name complainants in sexual-misconduct cases — and detectives have not publicly released the exact location of the encounter or whether body-worn camera footage exists.

What the two agencies have said

AZDPS said the matter was first reported to the Cochise County Sheriff's Office, which is conducting the criminal investigation, and that AZDPS was notified of the allegations early on Monday morning, November 2. Its Internal Affairs Unit is running a separate administrative investigation. AZDPS Director Colonel Jeffrey Glover said: “Every member of this Department is entrusted with significant authority, and with that authority comes an equally significant and non-negotiable responsibility to act with integrity and professionalism. The public places its trust in us, and we have an absolute obligation to uphold that trust. We take allegations of misconduct seriously, investigate them thoroughly, and will hold our personnel fully accountable to the standards of this Department — without exception.”

Cochise County Sheriff Mark Dannels condemned the alleged conduct, urged anyone with information to contact his office, and said the case underlines that a badge does not shield an officer from accountability. AZDPS said it is cooperating fully with the sheriff's office and that further information about the allegations and charges will come from the sheriff's office while the criminal investigation remains active.

Why the wording of the charge matters

AZDPS describes the charge as “unlawful sexual contact involving a peace officer”; the sheriff's-office reporting describes it as unlawful sexual conduct involving a police officer, and both describe it as a felony. Arizona law treats alleged sexual offences by an on-duty officer against a person the officer has encountered in that role with particular seriousness, because of the power imbalance involved — which is also why investigators, not the trooper's own department, are leading the criminal case. No court date or bond figure for Rosebeck had been released in the reports available when this story was published.

Background: troopers, Benson and the I-10 corridor

AZDPS troopers are Arizona's highway patrol: they police the state's interstates and state highways, including the Interstate 10 corridor that runs through Cochise County past Benson, in the state's south-east, towards Tucson and the New Mexico line. I-10 is one of the busiest freight routes in the American South-West, carrying heavy long-haul truck traffic — including many Punjabi-Canadian and Punjabi-American drivers — so roadside stops by troopers on this corridor are an everyday experience for truckers. Cases in which the person conducting the stop is himself accused of abusing that authority draw particular scrutiny, because every driver stopped alone at night has to be able to trust the badge.

What happens next

The criminal investigation by the Cochise County Sheriff's Office is continuing, and the sheriff's office has appealed for tips from the public. In parallel, the AZDPS Internal Affairs investigation will decide Rosebeck's employment status; he remains on unpaid leave in the meantime. Formal court proceedings — an initial appearance and any preliminary hearing in Cochise County — are the next public steps, and prosecutors will decide the final shape of the case on the evidence detectives file. Awaaz Punjab will update this story when the sheriff's office or the courts release further verified details.
