Eleven days after Cynthia Saenz, 41, was found dead in southwest Phoenix, the homicide investigation has its first arrest. Phoenix police say Oscar Ramirez Jr., 29, was taken into custody on October 28 at a Phoenix residence and booked into jail on suspicion of one count of second-degree murder, in an update from the Phoenix Police Department published on November 3.

The morning of October 17
The investigation began shortly after 7:15 a.m. on Saturday, October 17, when officers responded to a report of an injured person in the 5300 block of South 35th Avenue, near Roeser Road. Phoenix Fire Department crews arrived before police and pronounced Saenz dead at the scene. Detectives found that she had sustained an injury and began investigating her death as a homicide.

Early local reporting added one detail the later police update did not repeat: the Phoenix Focal reported on October 19 that preliminary information indicated Saenz had suffered a stab wound to the abdomen, and that no arrest had been announced at that point. The police update announcing Ramirez's arrest did not specify the nature of the injury, and police have not publicly described a motive or said whether Saenz and Ramirez knew each other.

Surveillance footage, a vehicle, and a plate reader
Police say the break in the case came from video and vehicle records. Detectives reviewed surveillance footage to identify a vehicle they believed was connected to the case. Licence plate reader data then helped detectives identify Ramirez as the vehicle's owner and, police say, establish probable cause for his arrest.

Officers took Ramirez into custody at a Phoenix residence on October 28 — in the same city, unlike a suspect who flees — and he was booked into jail on suspicion of one count of second-degree murder. Police have not announced any other arrests in the case, and the update did not name any other suspect.

The law in the background: second-degree murder in Arizona
Under Arizona law, second-degree murder is generally the charge used where prosecutors allege a killing was intentional but not premeditated, or resulted from conduct the defendant knew would cause death or serious physical injury; it is a class 1 felony. Ramirez was booked on suspicion — an arrest-stage allegation. Formal charges are a separate decision for Maricopa County prosecutors, and Ramirez is presumed innocent unless the state proves its case beyond a reasonable doubt in court.
Police have not specified the nature of Saenz's injury in the arrest update, have not described a motive, and have not said whether the victim and the suspect knew each other. Anyone with information is asked to contact Phoenix police or Silent Witness at 480-WITNESS (480-948-6377), or in Spanish at 480-TESTIGO (480-837-8446).
For the neighbourhood around South 35th Avenue and Roeser Road, the arrest closes an unsettling eleven days that began with a woman found dead on a Saturday morning and no public word on who was responsible. It does not close the case: the central questions — what happened before 7:15 a.m. on October 17, and why — are exactly the questions a trial, not a police update, is meant to answer.
What happens next: Ramirez's case now moves into the Maricopa County court system, where prosecutors will decide on formal charges and a judge will set the schedule for hearings and, if the case proceeds, a trial. Police say the investigation is continuing and continue to ask anyone with information about the October 17 homicide to contact the department or Silent Witness.
