Rep. Nanette Barragan joined Sens. Adam Schiff and Alex Padilla and Rep. Robert Garcia in sending a letter to Department of Homeland Security Inspector General Joseph V. Cuffari seeking an investigation into the Oct. 17 incident involving Ricardo Gonzalez, a U.S. citizen, near 56th Street and Elm Avenue in North Long Beach.

The lawmakers said Gonzalez was reportedly struck by an unmarked federal vehicle while riding an electric bicycle, repeatedly subjected to a Taser and left with a broken arm, and that surveillance footage appears to show a vehicle striking him before agents restrained him. Video circulated by the advocacy group StopICE.net showed masked agents restraining Gonzalez as he cried out that his arm was broken. The lawmakers also alleged agents failed to provide appropriate medical assistance despite his apparent injuries.

Federal officials have disputed the allegation that agents struck Gonzalez with a vehicle, saying he was arrested after damaging a government vehicle, MyNewsLA reported. Separately, KERN Radio reported that Long Beach police said officers responding Saturday found a large group disturbance involving ICE agents and located a handcuffed, bleeding man, and that Mayor Rex Richardson had also requested an independent probe and asked that implicated federal personnel be removed from enforcement duties during the inquiry — claims and counter-claims that remain unresolved.
Barragan said in a statement: ICE agents are not above the law, and called for an independent investigation, immediate accountability, and answers for the people of Long Beach.
