The CHP's Golden Gate Communications Center received a report at about 12:49 a.m. of a large obstruction in the freeway's third and fourth lanes, just east of the commercial vehicle scales. Responding officers arrived at about 12:55 a.m. and found the woman in the roadway with fatal injuries, according to the CHP.
Investigators said the truck, a 2015 Peterbilt driven by a 59-year-old man from Oakley, had merged onto westbound I-80 from westbound State Route 12 and struck the pedestrian in the freeway's sixth lane. The CHP's own incident log for westbound I-80 near the Suisun Parkway off-ramp records the same early-morning response, with all westbound lanes closed under a SigAlert while officers worked the scene.

The driver believed he had hit a large box and pulled into the westbound scales after noticing radiator damage, the CHP said. Officers later found physical evidence at the scales connecting the truck to the crash. The CHP said drugs and alcohol are not suspected to have played a role for the driver.
Officers briefly stopped all westbound traffic while responding. The freeway's first lane reopened at 3:38 a.m., the CHP said.
Investigation continues
The investigation remains open as authorities work to identify the woman. Anyone with information about the crash is asked to contact the CHP Solano Area office.
