Milton, a city of about 10,000 people in Santa Rosa County in Florida's Panhandle, has rewritten its emergency housing rules so that residents whose homes were left uninhabitable by Hurricane Isaias can live in a temporary trailer or recreational vehicle on their own property for up to three years while they rebuild. The Milton City Council approved the change at a special meeting on Thursday, October 29, according to the Pensacola News Journal, which covered the meeting. About 78 Milton residents have been displaced by the storm, the council was told.

The vote brings Milton's city code into line with a Florida statute that requires temporary housing to be permitted for up to 36 months on home and shelter sites declared uninhabitable following a state-declared disaster. City Planning Director Jacob Hullett told councillors the existing code fell short of that requirement. 'Our current code doesn't really meet that requirement,' Hullett said, adding that the amendment could be made by a single two-thirds vote of the council.
What the old rules blocked — and what changes now
Under Milton's previous emergency housing provision, occupancy was capped at six months, and a temporary structure had to sit no closer to the street than the front of the permanent house and at least 15 feet from property lines and other structures — a setback rule that, in the words of the agenda documents presented to the council, 'prevents front-yard placement.' On small, debris-strewn lots, that could make it legally impossible to place a trailer on the very property its owner was trying to repair.
The new ordinance removes that barrier. Temporary housing may now be connected to utilities and placed, when needed, in the front yard of the impacted property. The rules also suspend Milton's noise ordinance for 90 days as it applies to generators, so displaced families running a generator beside a trailer will not be cited for the noise. The permission is not open-ended: a permit is required, the 36-month deadline expires when repairs are complete, and Hullett said the ordinance carries provisions guarding against abuse of the three-year window, with guardrails meant to ensure residents are making good-faith efforts to finish their repair projects in a timely manner.
Trailers arriving through the state's Emergency RV program
Residents who do not own a travel trailer or recreational vehicle can seek one through the state. Andy Fossa, the Pasco County emergency management director serving as an on-site incident commander deployed for Hurricane Isaias, told the council that temporary shelter trailers are being deployed in partnership with the Florida Division of Emergency Management, and that a company called Garner is handling the trailers as they come into the area. Eligible applicants accepted into the Emergency RV program will have a mobile unit delivered to their property, Fossa said; applications and information are at emergencyrv.org.
Answering councillors' questions about inspections and the safety of the units, Fossa said any abnormality in a trailer is repaired or replaced before it is handed over. 'These units are actually in good shape, excellent shape,' he said. 'We're not putting out any shacks, I can tell you that.' The council also voted at the same meeting to extend Milton's local emergency declaration through November 20, keeping the city's emergency powers and eligibility for recovery programs in place while the work continues.
State Emergency RV program: apply at emergencyrv.org — accepted applicants get a trailer delivered to their property. Federal Individual Assistance (Santa Rosa is one of eight designated counties): file your insurance claim first, then register at DisasterAssistance.gov, call 1-800-621-3362, or use the FEMA App. Santa Rosa County is also collecting requests for homeowner help — including roof replacement, electrical mast repairs, debris removal and relocation assistance — through its housing programs page; residents are asked for the type of help needed, household size and combined yearly income, and eligibility is not automatic.
Why Milton needs three years: the scale of Isaias
Hurricane Isaias made landfall near Destin on October 9 as a Category 2 storm, and the federal disaster period for Florida runs October 6–12, according to FEMA. FOX Weather reported gusts of 117 mph at Oriole Beach and more than 400,000 customers without power at the peak. The recovery bill is still growing: insured losses in Florida approach $582 million, with more than 55,000 claims filed statewide — about 26,000 of them in Santa Rosa County and nearly 17,000 in Escambia County, according to figures from the News Service of Florida. In Milton itself, City Manager Ed Spears told FOX Weather an estimated 400,000 to 500,000 cubic yards of storm debris still awaited removal — one reason officials say repairs will be measured in months and years, not weeks.

Federal help has arrived in layers. A major disaster declaration signed October 27 opened Public Assistance — reimbursement for emergency work, debris removal and repairs to public infrastructure — for 15 Panhandle and Big Bend counties. An amendment announced days later added Individual Assistance for households in eight counties: Bay, Escambia, Gulf, Holmes, Okaloosa, Santa Rosa, Walton and Washington. That is the program that pays grants for temporary housing and home repairs and low-interest loans for uninsured losses, and FEMA named Brett H. Howard as the federal coordinating officer for the recovery. Milton's ordinance is designed to mesh with those programs: the city supplies the legal right to live on your own lot, while state trailers and federal grants supply the means.
What happens next
Displaced residents must still obtain permits before placing a unit, and the clock on each property runs from placement until repairs are complete or the 36-month limit is reached. Trailer deliveries through the Emergency RV program are under way as applications are approved, county and state homeowner-assistance requests are being collected in Santa Rosa County, and Milton's extended emergency declaration runs to November 20, when the council will have to decide whether conditions still justify keeping it in force. For the roughly 78 displaced Milton residents, the practical meaning of Thursday's vote is immediate: they can stay on their own land — beside the house they are rebuilding — instead of leaving the city while contractors, insurers and aid programs work through the backlog Isaias left behind.
