TAMPA, Florida — The Tampa Police Department has begun enhanced DUI patrols across the city for the Halloween weekend, and its first overnight operation, aimed at underage drinking in downtown Tampa, ended with 14 people referred to an arrest diversion program, the department announced on Friday, October 30.

The patrols began overnight on Thursday into Friday, led by members of the department's DUI Unit. The city said the underage-drinking operation was run in downtown Tampa, where Halloween parties and large events draw heavy crowds, and that the point of the referrals was prevention as much as punishment: the intent, the department said, is not simply to penalize individuals, but to prevent potentially dangerous situations before they escalate.
Enhanced DUI patrols began overnight; a downtown underage-drinking operation referred 14 people to an arrest diversion program; from Friday night, Oct. 30, patrols expand citywide through the Halloween weekend, in neighbourhoods and entertainment districts, with officers in uniform and in plainclothes.
"As you make plans to celebrate, remember that your decisions have consequences. Engaging in illegal activity, regardless of how minor it may seem, can have a lasting impact," Acting Chief Brett Owen said in the city's announcement. "Even underage drinking can lead to dangerous situations, serious legal consequences, and potential harm to yourself or others."
How the weekend operation will run
Beginning on the night of Friday, October 30, the enhanced patrols expand across Tampa — throughout neighbourhoods and popular entertainment districts citywide, the department said. Additional officers will be deployed in both uniform and plainclothes, with an emphasis on impaired driving and on deterring reckless behaviour. The Tampa Bay Observer, reporting the same deployment from Friday, October 30 through Sunday, November 1, said the extra officers will be out in uniform and plainclothes with the same focus on impaired and reckless driving.

Halloween falls on a Saturday this year, which local reporting noted means trick-or-treaters, parties and big downtown events all land on the same night. The Observer also carried safety advice from Dr. Alexa Ragusa, a pediatric emergency medicine physician at HCA Florida Osceola Hospital, who told FOX 13 that traffic is the biggest danger of the night and warned that a child can step into the street unexpectedly, especially after dark.
Why police say this weekend is different
The department framed the operation as part of its wider commitment to keeping the city safe over a weekend that mixes family trick-or-treating with a heavy party and events calendar. In its announcement, Tampa police encouraged everyone to have a plan and celebrate responsibly, and repeated its standing advice: if you see something, say something — suspicious behaviour should be reported promptly, by calling 911 in an emergency, alerting the nearest officer, or using the non-emergency line at 813-231-6130.
For drivers, the practical message from both the department and local reporting is the same: plan ahead with a sober driver or a rideshare before drinking, slow down in neighbourhoods where children are walking after dark, and expect to see more officers — visible and unmarked — on Tampa streets through Sunday night.
What happens next
The expanded patrols run through the Halloween weekend, ending Sunday, November 1. The 14 people referred to diversion in the first operation face that program rather than a straight arrest outcome, according to the department's account, and police have not announced further results from the weekend operation yet. Any further arrests or incidents from the expanded patrols would be reported by the department after the weekend.
