Gainesville police have arrested two people — a 15-year-old they identify as the suspected shooter and a 20-year-old man — in the shooting that wounded a 14-year-old boy outside the Walton Summit apartments on Tuesday afternoon, the Gainesville Police Department said in an update reported Friday, October 30. The second arrest was made the same day, closing the manhunt phase of a case that the city's police chief says is the third shooting involving teenagers in Gainesville since July 3.

The shooting happened just before 1:30 p.m. on Tuesday, October 27, outside the Walton Summit apartments on Chestnut Street near Summitt Street in Gainesville, the Hall County seat in northeast Georgia. The boy who was shot, 14 years old, was taken from the scene to Northeast Georgia Medical Center in Gainesville, and at last report he was in stable condition. Police have not released the victim's name, and as a minor victim he is identified in this report by age and city only.

The two arrests, two days apart
On Thursday, October 29, officers arrested the suspected shooter at a hotel in Gainesville. Police identified him as Devaun Henry Peoples, 15, and said he has been booked into the Gainesville Regional Youth Detention Center, charged as an adult with aggravated assault and aggravated battery. On Friday, October 30, police arrested the second suspect, Tristan Anthony Mize, 20, whom they identified as a party to the crime; he was booked into the Hall County Jail on charges of party to the crime of aggravated assault and making false statements. All charges are allegations, and both suspects are presumed innocent unless proved guilty in court.

Not random: a dispute between people who knew each other
From the first day, investigators said this was not a random attack. “The investigation revealed that the victim and one of the suspects knew each other and had been involved in a dispute prior to the shooting,” the Gainesville Police Department said. In its earlier updates the department said detectives tracked a suspect vehicle to an apartment complex in Buford, in neighbouring Gwinnett County, where the Gwinnett County Police Department assisted with the investigation, and officers kept a heavy police presence around Chestnut Street and Green Hunter Lane for several hours while they worked the scene.

The apartment complex itself addressed residents while the hunt was still on. “Walton Summit is aware of the incident reported near the community today and is cooperating with the Gainesville Police Department as it investigates. Police have advised that there is no known active threat to the community,” the complex said in a statement reported on October 27. Police likewise told residents on the day that the suspect was no longer in the area and there was no known remaining threat at the scene.

The chief's warning: a third teen shooting since July
Gainesville Police Chief Jay Parrish issued a statement with the arrests, noting that Tuesday's shooting was the third shooting in the city since July 3 of this year to involve teenagers, and that the pattern should serve as a “wake-up call” for the community. “These incidents are tied to deeper criminal activity, and the involvement of firearms is putting young lives and public safety at risk,” Parrish said. “While our investigators will continue working to hold those responsible accountable, preventing the next shooting requires parents and families to stay engaged, know who their children are spending time with, understand what activities they are involved in, and help steer them away from criminal activity.”

Why a 15-year-old is 'charged as an adult'
Georgia law allows juveniles accused of certain serious violent felonies to be prosecuted as adults in superior court rather than in juvenile court, which is why a 15-year-old can be booked into a youth detention centre while facing adult charges of aggravated assault and aggravated battery. Aggravated assault and aggravated battery are felony offences in Georgia; what each defendant is ultimately convicted of, if anything, will be decided in the Hall County court process, starting with first appearances and bond proceedings. The 20-year-old's charges — party to the crime of aggravated assault and making false statements — allege, in the police account, that he took part in the offence and then misled investigators; 'party to a crime' is Georgia's way of charging someone who intentionally helps or encourages an offence even if he did not pull the trigger.

The city around the case
Gainesville is a working city of poultry plants, warehouses and trucking routes in Hall County, about an hour northeast of Atlanta, where many immigrant and working-class families — including families whose teenagers attend the same schools and live in the same apartment complexes as the boys in this case — build their lives. A shooting outside a family apartment complex in the middle of a school-day afternoon, followed by arrests at a hotel and a county jail booking, is exactly the kind of case that shakes parents across the community, whatever language they speak at home. Police have stressed there is no known continuing threat connected to the shooting.

What happens next
The investigation remains active and ongoing even after the two arrests, police said, and they are still asking for the public's help: anyone with information is asked to contact the Gainesville Police Department at 770-533-5873, and anonymous tips can be submitted online through the city's website, gainesville.org. The victim's condition was last reported as stable; no further medical update had been released as of Friday. The two suspects will move through the Hall County court system, where the allegations will be tested — neither has been convicted of anything in this case.
