WINTERVILLE, Georgia — An officer fired one shot at a black SUV as its driver sped away from a traffic stop in Winterville on Sunday morning, November 1, and the vehicle then crashed across the county line in Hull after a pursuit — with no one hit by the gunfire and the driver and a woman passenger treated for minor crash injuries, the Georgia Bureau of Investigation (GBI) said. The state agency is now running an independent investigation at the request of the Winterville Police Department, and its findings will go to the Western Judicial Circuit District Attorney's Office for review.

A warrant stop on Oakmont Court, with three people in the SUV
The stop began at about 10:30 a.m. on Sunday, November 1, 2026, when an Athens-Clarke County Police Department (ACCPD) officer stopped a black SUV in the 100 block of Oakmont Court in Winterville, in Clarke County, the GBI said. The SUV was driven by Derrell Dukes, 33, of Athens, and the stop was made in connection with multiple outstanding arrest warrants for Dukes in Athens-Clarke County. Two passengers were in the vehicle with him: Peyton Ragland, 28, of Summerville, in the rear seat, and another woman in the front passenger seat, who has not been named in the release.
Shortly after the SUV came to a stop, a Winterville Police Department officer arrived to assist the ACCPD officer. Ragland got out of the rear passenger side immediately after the stop was initiated, the GBI said. An officer then gave verbal commands for Dukes to get out of the driver's side. Dukes opened the SUV door — then abruptly closed it and drove away from the area, with the other woman still in the front passenger seat; the GBI said she had complied with officers and remained in that seat before Dukes left the scene.

One shot fired, a pursuit into Madison County, then a crash in Hull
As Dukes drove away, one of the officers shot once toward the SUV, the GBI said. The release does not say which of the two officers fired, and the officer's identity and agency have not been disclosed, independent reporting of the GBI account noted. No one was injured by the gunfire. Dukes kept driving, initiating a pursuit that crossed from Clarke County into neighbouring Madison County, where the SUV crashed in the 3000 block of Spratlin Mill Road in Hull, Georgia.

Dukes and the woman in the SUV were taken to a local hospital with minor injuries sustained in the crash and were later released, the GBI said. Dukes and Ragland were then booked into the Clarke County Jail — on the outstanding arrest warrants, which the GBI specifically described as unrelated to Sunday's incident. The GBI release lists no new charges arising from the flight, the pursuit or the crash itself as of Sunday, and it does not name the hospital or give the SUV's make beyond its colour.
Why the GBI, and not the local departments, is investigating
In Georgia, when a police officer uses deadly force, the local agency can ask the Georgia Bureau of Investigation — the state's independent investigative agency — to take over the inquiry, so that the department whose officer fired is not investigating itself. That is what happened here: the Winterville Police Department requested the GBI investigation, the bureau said, and GBI agents are conducting what it called an independent investigation that remains active and ongoing. The same handover applies to the decision at the end: once the investigation is complete, the case file will be turned over to the Western Judicial Circuit District Attorney's Office, the prosecutors for the circuit that includes Clarke County, for review — the stage at which decisions about the lawfulness of the shot and any further charges are made.
Several facts readers may look for are not yet public, and Awaaz Punjab is not filling them in by guesswork: the GBI has not said which officer fired or which agency that officer belongs to, why the shot was fired at a moving vehicle, what the outstanding warrants against Dukes and Ragland were for, or how fast or how far the pursuit travelled before the crash on Spratlin Mill Road. Those answers, if they come, will come from the GBI investigation and the district attorney's review.
GBI agents continue an active, independent investigation. Anyone with information is asked to call the GBI Regional Investigative Office in Athens at 706-542-7901; anonymous tips can go to the GBI Tipline at 800-597-TIPS (8477), online, or through the See Something, Send Something app. When the probe is complete, the file goes to the Western Judicial Circuit District Attorney's Office for review.
