The Illinois State Police (ISP) is investigating after Fairview Heights police officers shot and killed a man armed with a knife during a domestic disturbance call in the early hours of Friday, October 30, on Bunkum Road. State police said the man refused officers' commands to drop the knife and charged toward them. No officer was injured.

In its official statement, released on October 30, the ISP said the Fairview Heights Police Department (FHPD) asked the state police Division of Criminal Investigation Zone 6 to investigate the shooting. At approximately 1:33 a.m., FHPD officers responded to the 9100 block of Bunkum Road in Fairview Heights for a report of a domestic disturbance. On arrival, officers observed a suspect armed with a knife. The suspect did not comply with officers' commands to drop the knife and charged toward the officers, state police said. FHPD officers discharged their firearms, striking the suspect.

Officers rendered medical aid until the man was transported to an area hospital, where he was later pronounced deceased, the ISP statement said. “No officers were injured,” the statement added. “This investigation is open and ongoing… No additional information is available at this time.”

Dispatch recordings from the scene, transcribed by a local scanner-monitoring service, fill in the first minutes: the call was dispatched as a domestic disturbance at a Bunkum Road residence, three Fairview Heights officers were on scene within about five minutes, and a “shots fired” call went out at about 1:38 a.m. Bunkum Road was closed near Bel Air while state police crime-scene and Zone 6 investigators were called in, and local television crews reported officers remained at the scene for more than five hours.

Who was the man who died?

The state police statement did not name the man who was shot, and it did not say how many officers fired or how many shots were struck. The Belleville News-Democrat reported on Friday that the St. Clair County Coroner's office had released the man's identity. Identification of people who die in police encounters in Illinois is normally confirmed through the county coroner once family notification is complete.

How Illinois investigates a police shooting

Fairview Heights did not investigate its own officers. Following the standard arrangement used across Illinois, the local department handed the case to an outside agency — the ISP's Division of Criminal Investigation, Zone 6, which covers the Metro East — so that the facts are gathered by investigators with no stake in the outcome. State police gather witness accounts, body-camera and dispatch recordings, and forensic evidence from the scene.

When that investigation is complete, the ISP said, “the case will be submitted for review to the St. Clair County State's Attorney's Office.” It is the State's Attorney — the county's elected prosecutor — who decides whether the shooting was legally justified or whether any charge follows. That review can take weeks or months, and it is the next formal milestone in this case.

Video is often the decisive public record in cases like this. In a separate statement issued the same day, October 30, the ISP released video of an August officer-involved shooting in Granite City, in neighbouring Madison County, saying the release reflected the agency's “commitment to integrity and public transparency.” State police have not said whether or when video from Bunkum Road will be released.

What residents should know

State police say no officer was injured and the investigation is active. Bunkum Road was closed around the scene on Friday morning while investigators worked. The ISP has released no further details, including the man's name, the number of officers who fired, or any video, as of its October 30 statement.

The place: a Metro East city across from St. Louis

Fairview Heights is a city in St. Clair County, Illinois, part of the Metro East — the Illinois suburbs across the Mississippi River from St. Louis, Missouri. Bunkum Road is a largely residential road on the city's north side. Domestic disturbance calls are among the most common — and, officers' advocates and critics alike note, among the least predictable — calls police answer, and this one arrived at an address in the middle of the night with a report that brought three officers to the door within minutes.

What happens next: ISP Zone 6 investigators complete their file, including the coroner's findings; the St. Clair County State's Attorney reviews the case and decides on justification or charges; and any release of body-camera video will be announced by the ISP.
