INDIANAPOLIS, Indiana — An off-duty Indianapolis Metropolitan Police Department officer was arrested early on Tuesday, October 27, after police say he was driving a marked patrol vehicle while intoxicated on the city's near northwest side. Chaise Watkins, 31, faces two preliminary Class A misdemeanour charges, IMPD said.

According to IMPD, just after midnight on October 27, officers responded to the 1500 block of Stadium Way, near West 16th Street and North Harding Street, for a report of trouble with a person. The response led to the arrest of Watkins, who was off duty at the time but, according to the reports, was driving a marked police vehicle.

The preliminary charges

Watkins was preliminarily charged with two offences, both listed as Class A misdemeanours: operating a motor vehicle while intoxicated endangering a person, and operating a vehicle while intoxicated with a blood-alcohol concentration of 0.15 or higher. The 0.15 figure matters because Indiana treats that higher range as a separate, more serious charge than a standard operating-while-intoxicated allegation — the charge itself records the category police say his test result fell into, though the exact reading has not been published in the reports reviewed.

Where this happened

Stadium Way sits on Indianapolis's near northwest side, in the area around West 16th Street and North Harding Street — a neighbourhood of apartment complexes and local streets a short distance west of downtown. IMPD described the original call only as a report of trouble with a person; the department has not published a fuller account of what officers found when they arrived, or of where the patrol vehicle had been driven before the arrest.

Preliminary charges are not a conviction

Allegation, not a verdict

The two charges against Chaise Watkins are preliminary charges recorded at arrest. Formal charging decisions in Marion County rest with the prosecutor, and Watkins is presumed innocent unless he pleads guilty or is convicted in court.

That distinction is central to this case. A preliminary charge is the allegation officers book into the system at the time of arrest; prosecutors then review the evidence — including any chemical-test records — and decide what, if anything, is formally filed in court. None of the three Indianapolis stations reporting the arrest — WTHR, FOX59 and WISH-TV — reported a formal court filing, a court date, or any statement from Watkins or a lawyer on his behalf as of Tuesday's reports.

What has not been released

IMPD has not, in the reporting reviewed, announced Watkins's duty status after the arrest — whether he has been suspended, placed on administrative leave, or stripped of police powers — nor how long he has served with the department. The department also has not explained, in those reports, the circumstances under which an off-duty officer was in a marked patrol vehicle. Those unanswered questions are now the accountability core of the story, because the vehicle involved was not a private car but a marked unit belonging to the public.

Why it matters beyond one arrest

Operating-while-intoxicated enforcement is one of the most routine duties Indianapolis officers perform, and Punjabi and other immigrant families in Indiana — including the state's large trucking community, for whom an OWI can also end a commercial driving career — are regularly on the receiving end of that enforcement. An allegation that an officer himself drove a marked patrol car at the higher 0.15-or-above level is therefore a public-trust case, not only a traffic case, and how IMPD handles the internal side of it will be watched closely.

What happens next

The next steps are the Marion County prosecutor's formal charging decision and any IMPD internal announcement on Watkins's status. Awaaz Punjab will update this story when either is made public. Until then, the verified record is narrow and should stay that way: an off-duty officer, a marked vehicle, a just-after-midnight response on Stadium Way, and two preliminary Class A misdemeanour charges.
