Police and fire crews were dispatched at about 7:26 p.m. to the Featherstone Apartments at 901 North 35th Street for a report of an assault. Officers found the woman behind the complex's C building with injuries to her upper and lower body. Council Bluffs Fire/Rescue took her to a Council Bluffs hospital, where she was stabilised and treated for at least one gunshot wound, and she was then transferred to an Omaha hospital for further treatment, police said.

Investigators interviewed several witnesses and determined that multiple people had gathered in an apartment inside the complex when an argument broke out, which resulted in the woman being shot, according to the police statement. Police said a suspect has been identified but was not yet in custody in the reports published on October 24, and the names of the suspect and the victim were not being released. KETV, WOWT and Western Iowa Today, reporting on October 24, also described her condition as serious but stable.

Two people were arrested at the scene on separate allegations that police have not linked to the shooting itself. Tiffany Russell, 44, of Council Bluffs, was arrested on allegations of interference with official acts and disobedience to a police officer after she allegedly would not follow officers' instructions and attempted to enter the crime scene. Riley French, 27, also of Council Bluffs, was arrested for an alleged violation of a no-contact order after officers learned an order was in place involving someone at the residence, police said. The allegations are not proof of guilt, and neither arrest establishes responsibility for the woman's injuries.
