The President signed H.R. 7022, the Mystic Alerts Act, into law on Thursday, October 22, 2026, the White House said in a statement. The law requires the Federal Communications Commission to establish any requirements necessary to allow commercial mobile service providers to transmit emergency alerts by satellite.
The White House statement said the President also signed H.R. 952, the Reversionary Interest Conveyance Act, the same day. The Mystic Alerts Act is the disaster-alerts measure of the two.
The bill was written after the devastating flood in Central and West Texas on July 4, 2025, which claimed over 130 lives, according to background published by Representative August Pfluger's office. Multiple reports noted undelivered Wireless Emergency Alerts in the areas hit by the disaster once cellular infrastructure was damaged, the office said.
Under the Act, cellular companies may partner with satellite communications providers to deliver emergency alerts during emergencies, the FCC is directed to establish the necessary rules while preserving the effectiveness of the existing alert infrastructure, and a new communications pathway is created for areas where other infrastructure has been destroyed or taken offline, according to the sponsor's summary.
For readers in flood, hurricane and wildfire country — including rural areas where towers are thinnest — the change is meant to let a warning reach a phone even when local networks are down. The FCC rulemaking will determine how quickly carriers can switch the satellite path on.
