Troy police arrested Kovy Carrillo-Flores, 25, on October 19 after detectives investigating a rape allegation approached him on Fifth Avenue in Troy, New York, according to Rensselaer County officials. He faces four counts of third-degree rape over alleged sexual contact with a 16-year-old girl, who under New York law could not legally consent because of her age.
Police said Carrillo-Flores fought with officers during the arrest, biting one detective and causing a wrist injury to another officer. The county did not release further details about the officers' conditions.

Arrest: October 19, Fifth Avenue, Troy. Charges: four counts of third-degree rape (allegations). Police say one detective was bitten and another officer's wrist was injured during the arrest. The victim is identified only as a 16-year-old from Troy.
At a press conference on Wednesday, County Executive Steve McLaughlin and Sheriff Kyle Bourgault said Carrillo-Flores is in the country illegally. That is the officials' statement; Awaaz Punjab has not independently verified his immigration status. McLaughlin said, in the county's words, that the case showed failures of state policy, and Bourgault defended Rensselaer County's continued participation in the federal 287(g) programme, under which local officers work with federal immigration agents.
State Assemblyman Scott Bendett joined the two officials and called on New York State to end its legal battles with counties over tracking people brought to county jails. The state issued an order in recent weeks prohibiting counties from participating in 287(g) and cooperating with U.S. Immigration and Customs Enforcement; Rensselaer County has refused to comply, the officials said.
The charges against Carrillo-Flores are allegations. He is presumed innocent unless and until proven guilty in court.
