PHILADELPHIA — A 40-year-old man was taken into custody shortly after a 15-year-old boy was shot dead at a gas station in Philadelphia's Port Richmond neighbourhood on Halloween night, and a weapon was recovered, Philadelphia Police Inspector D.F. Pace told NBC10 in updated reporting on the killing. The custody and the recovered weapon reverse the first information police released on Saturday night — and the basis of Awaaz Punjab's earlier report on this shooting, which said no arrests had been made and no weapon recovered. Awaaz Punjab is publishing this update to correct and complete that record. The man has not been publicly named by police, and no charges had been announced as of early Sunday, November 1.

Update to our earlier report

Our first story on the Port Richmond shooting reported, on the initial information released by Philadelphia police, that the teenager was found with gunshot wounds on the 3600 block of Richmond Street, that no arrests had been made and that no weapon had been recovered. Inspector Pace's later account to NBC10 adds the gas-station argument, says the boy was shot once in the back, and says a 40-year-old man was taken into custody shortly afterwards with a weapon recovered. Where the two accounts differ, the inspector's updated account is the latest police version. Read the earlier report

What police now say happened at the Sunoco

The shooting occurred at around 6:50 p.m. on Saturday, October 31, at the Sunoco gas station at the intersection of Richmond Street and Castor Avenue in Port Richmond, a working-class neighbourhood in northeast Philadelphia. The 15-year-old was with a group of other teenagers when he got into an argument with a 40-year-old man, Inspector Pace said. At some point during that argument, the man pulled out a gun and shot the teenager once in the back. The wounded boy ran down Richmond Street and then collapsed. His friends and two good Samaritans who happened to be in the area tried to render aid, but the teenager was pronounced dead at hospital at 7:06 p.m. The unidentified 40-year-old man was taken into custody shortly after the shooting and a weapon was recovered, according to Pace. In line with the rule for minor victims, Awaaz Punjab does not name the boy: he is identified here only by his age and neighbourhood.

What is solid

  • A 15-year-old boy was shot at about 6:50 p.m. on Oct. 31 at the Sunoco at Richmond Street and Castor Avenue, Port Richmond, and was pronounced dead at hospital at 7:06 p.m. — Philadelphia police via NBC10 and CBS Philadelphia
  • Police Inspector D.F. Pace said the boy had argued with a 40-year-old man, was shot once in the back, ran and collapsed, and was aided by friends and two good Samaritans
  • Inspector Pace said the 40-year-old man was taken into custody shortly after the shooting and a weapon was recovered

What is only claimed

  • The man's name and any charges: police had released neither as of early Sunday, Nov. 1 — custody is not a charge, and he is entitled to the presumption of innocence
  • What the argument at the gas station was about, and whether the man and the teenagers knew each other: not established in any police account released so far
  • Early police information, reported in Awaaz Punjab's first story, described the boy as found with multiple gunshot wounds and said no weapon was recovered; Inspector Pace's updated account says one shot to the back and a weapon recovered — the updated account supersedes the first, but a full police statement reconciling them has not been published

One death in a violent Halloween night across the city

Port Richmond was not the only scene. Police said three shootings happened within roughly a 26-minute span on Saturday evening in West Philadelphia, Port Richmond and Fairhill, producing two fatalities and one additional injured person — meaning a second person was killed in a separate shooting the same evening. Those incidents followed an already violent night: in the overnight hours into Saturday morning, four separate shootings and stabbings across Philadelphia had left four people injured, two of them critically — a 22-year-old man shot multiple times in the face on the 500 block of South Salford Street in West Philadelphia at about 11:35 p.m. on Friday, a stabbing on the 700 block of North 40th Street at about 3:15 a.m., a 20-year-old man who arrived at Episcopal Hospital with a graze wound from the 4000 block of Lancaster Avenue at about 5:24 a.m., and a 43-year-old man stabbed in the stomach on the 2500 block of North 17th Street at about 9:47 a.m. No arrests were reported in those overnight cases.

What is still not known

Almost everything that will decide this case in court remains unannounced. Police have not said what the argument at the fuel pumps was about, whether the man knew the teenagers, whether the gun was legally carried, or what led a dispute involving a group of teenagers on Halloween night — many of them out in a city full of costumed children — to end with a single shot in a 15-year-old's back. Nor have police said whether surveillance video from the gas station, a business at a busy intersection, captured the shooting. Those gaps are why this report attributes the custody, the weapon and the sequence of events to Inspector Pace's account, and why the man in custody is described as exactly that — a man in custody, not a charged defendant.

Police are still asking for information

Anyone with information about the Port Richmond shooting is urged to contact the Philadelphia Police Department at 215-686-TIPS (8477) — 215-686-8477 — or submit a tip anonymously online. Investigators are also still working the other Halloween-night shootings in West Philadelphia and Fairhill.

What happens next

The next step belongs to prosecutors and homicide investigators: whether the 40-year-old man in custody is charged — and with what — will determine his name being released and a first court appearance. In a fatal shooting where police say the suspect was detained at or near the scene with a weapon recovered, a charging decision would normally come quickly, but as of early Sunday police had announced none, and Awaaz Punjab will update this story when they do. For Port Richmond, a neighbourhood that watched a teenager die on its main street on the one night of the year when its sidewalks were full of children in costumes, the questions that remain — why an argument, why a gun, why a shot in the back — are the ones the court process, if it comes, will have to answer.
