Preliminary information indicates that just before 8:00 a.m., deputies with the Sullivan County Sheriff's Office responded to an apartment complex in the 1000 block of Bloomingdale Pike in Kingsport after receiving information that Joshua Delp (DOB: 08/09/96), who had outstanding felony warrants, was at that location, the TBI said.
Upon arrival, deputies located Delp, who was armed with a gun. During the encounter, for reasons still under investigation, the situation escalated, resulting in four deputies firing shots, striking Delp, the TBI said. He was pronounced dead at the scene, and no deputies were injured.
WVLT in Knoxville reported the same TBI account on Sunday, saying four deputies fired and Delp was pronounced dead at the scene, with TBI agents collecting evidence and conducting interviews.

Local radio station 96.9 WXBQ also reported the incident on Sunday, identifying the complex as City View Apartments off Bloomingdale Pike and reporting a county statement that Delp produced a weapon after deputies made contact with him.

The TBI said its agents act solely as fact-finders, collecting evidence and conducting interviews, and do not determine whether an officer's actions were justified. That decision rests with the District Attorney General requesting the investigation, and findings will be shared with him for review.
No information had been released about the specific felony warrants, how many shots were fired, or the deputies' identities in the TBI statement. This report will be updated if the TBI or the sheriff's office releases further confirmed details.
